——記中鐵十四局3號線項目部經理王春國

青(qing)島(dao)地鐵3號線(xian)土建14標(biao)(biao)段(duan)(duan),是(shi)青(qing)島(dao)地鐵3號線(xian)10多(duo)個標(biao)(biao)段(duan)(duan)中情況比較復(fu)雜(za)的(de)標(biao)(biao)段(duan)(duan)工程(cheng),自從(cong)項目(mu)進(jin)場伊始,征地拆遷(qian)難(nan)、外圍(wei)環(huan)境復(fu)雜(za)、下(xia)穿膠濟(ji)線(xian)鐵路、下(xia)穿老舊居民建筑等一系列(lie)難(nan)題就擺在了(le)項目(mu)經(jing)理王春(chun)國(guo)的(de)面(mian)前(qian),但(dan)是(shi),開弓沒有回(hui)頭箭,既然(ran)已經(jing)接(jie)手項目(mu),只能一往(wang)無前(qian)!

一(yi)到青島(dao)(dao)地鐵3號線(xian)(xian)的(de)他(ta),就(jiu)潛心(xin)投入到項(xiang)目(mu)管(guan)理(li)中,梳理(li)著一(yi)道又一(yi)道工(gong)序,組織著一(yi)個又一(yi)個戰役,在他(ta)的(de)帶領下,中鐵十四局(ju)(ju)(ju)集(ji)團青島(dao)(dao)地鐵一(yi)期工(gong)程3號線(xian)(xian)14標(biao)項(xiang)目(mu)部一(yi)舉奪(duo)得了(le)(le)2012年度(du)地鐵建(jian)設先(xian)進單位(wei)、2012年度(du)宣傳報道先(xian)進單位(wei)、2012年度(du)安康杯優勝班組、2012年度(du)山東省(sheng)自主創(chuang)新模(mo)范企(qi)業(ye)等一(yi)系列榮譽稱號,他(ta)本人(ren)也榮獲&“優秀項(xiang)目(mu)經理(li)”、&“青島(dao)(dao)市工(gong)人(ren)先(xian)鋒”等稱榮譽,徹底(di)打響(xiang)了(le)(le)中鐵十四局(ju)(ju)(ju)在青島(dao)(dao)“特(te)別能吃苦、特(te)別能戰斗(dou)”的(de)名號,為中鐵十四局(ju)(ju)(ju)贏得了(le)(le)良好(hao)的(de)企(qi)業(ye)聲譽。

盯(ding)安全沖(chong)在危險(xian)源第一線

安全(quan)(quan)(quan)(quan)生產(chan)是(shi)一(yi)(yi)個施(shi)工(gong)企業命脈,它關系(xi)著一(yi)(yi)個企業的(de)生存(cun)和(he)發展。面對(dui)青島地鐵(tie)3號線(xian)嚴(yan)峻(jun)的(de)安全(quan)(quan)(quan)(quan)形勢,王春(chun)國經(jing)理(li)與項目書記、總工(gong)、生產(chan)副經(jing)理(li)、安全(quan)(quan)(quan)(quan)員(yuan)(yuan)、施(shi)工(gong)員(yuan)(yuan)、工(gong)程(cheng)技術人員(yuan)(yuan)一(yi)(yi)道,及時對(dui)隧道施(shi)工(gong)的(de)安全(quan)(quan)(quan)(quan)工(gong)作(zuo)進行(xing)了(le)(le)梳理(li),他深入(ru)到隧道掌子面一(yi)(yi)次又一(yi)(yi)次查看情(qing)況,摸清了(le)(le)施(shi)工(gong)中存(cun)在的(de)20多種(zhong)危險源(yuan),針對(dui)這些(xie)問題和(he)復(fu)雜的(de)地質情(qing)況,果斷采(cai)取了(le)(le)監控量測信(xin)息化管理(li)、安全(quan)(quan)(quan)(quan)質量危險源(yuan)管理(li),又有針對(dui)性(xing)地制定了(le)(le)18項應急預案,并認真(zhen)組(zu)織(zhi)實施(shi),逐步使工(gong)程(cheng)施(shi)工(gong)步入(ru)良性(xing)發展。

為進一(yi)步提高員(yuan)工(gong)(gong)(gong)(gong)(gong)的安全(quan)(quan)意識(shi),他(ta)在(zai)項目部中推行安全(quan)(quan)包保連(lian)帶責(ze)任(ren)(ren)追(zhui)(zhui)究(jiu)(jiu)制,規定任(ren)(ren)何(he)一(yi)道工(gong)(gong)(gong)(gong)(gong)序(xu)作(zuo)業(ye)的員(yuan)工(gong)(gong)(gong)(gong)(gong)出現安全(quan)(quan)事(shi)故(gu),當班的施工(gong)(gong)(gong)(gong)(gong)員(yuan)、安全(quan)(quan)員(yuan)都要受到處(chu)罰,而且一(yi)同作(zuo)業(ye)的員(yuan)工(gong)(gong)(gong)(gong)(gong),也(ye)要對其(qi)進行責(ze)任(ren)(ren)追(zhui)(zhui)究(jiu)(jiu)和經濟罰款,這種連(lian)帶責(ze)任(ren)(ren)追(zhui)(zhui)究(jiu)(jiu)制,使參戰員(yuan)工(gong)(gong)(gong)(gong)(gong)更加(jia)重視安全(quan)(quan)。在(zai)安全(quan)(quan)得以保障的情況下,他(ta)又狠抓(zhua)工(gong)(gong)(gong)(gong)(gong)程(cheng)質量(liang),堅持工(gong)(gong)(gong)(gong)(gong)區分工(gong)(gong)(gong)(gong)(gong)負責(ze)管理的辦法,在(zai)施工(gong)(gong)(gong)(gong)(gong)現場實行“人盯工(gong)(gong)(gong)(gong)(gong)序(xu)”的管理辦法,并認真(zhen)落實工(gong)(gong)(gong)(gong)(gong)程(cheng)質量(liang)“三檢制”、“工(gong)(gong)(gong)(gong)(gong)序(xu)交接制”、“內部旁(pang)站監理制度”,盯住每道施工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)序(xu),使工(gong)(gong)(gong)(gong)(gong)程(cheng)質量(liang)穩(wen)步上升。

搞創新(xin)集思廣益國(guo)內領先

2012年,當項目施工(gong)生產逐(zhu)步走入正軌,各(ge)項工(gong)作有條不紊的開(kai)展(zhan)之際,一只“攔路(lu)虎”橫(heng)在了項目部(bu)全體(ti)員(yuan)工(gong)面前(qian),那就是如(ru)何(he)穿(chuan)越(yue)永平路(lu)至(zhi)青(qing)島火車北(bei)站區(qu)間的五棟老(lao)樓房和大量平房區(qu),這些(xie)老(lao)舊樓房普遍建(jian)于上世紀70年代,有的甚至(zhi)更(geng)早,如(ru)何(he)安全高效的穿(chuan)越(yue)上述風(feng)險源,成(cheng)為擺在王春國面前(qian)的一道難題。

王春國親自參與施(shi)(shi)工(gong)(gong)組(zu)織方案的(de)(de)編寫,請來多位(wei)國內(nei)知名專家優化施(shi)(shi)工(gong)(gong)方案,經過(guo)(guo)數(shu)十次方案論(lun)證(zheng)和(he)(he)現場(chang)試驗,最終形成了“雙楔(xie)形”掏(tao)槽和(he)(he)“中(zhong)控(kong)大(da)(da)直徑(jing)直眼(yan)掏(tao)槽”爆(bao)(bao)(bao)破設(she)計(ji)方案。在整個(ge)爆(bao)(bao)(bao)破過(guo)(guo)程中(zhong),施(shi)(shi)工(gong)(gong)人(ren)員通過(guo)(guo)監測數(shu)據采集,及時(shi)調整爆(bao)(bao)(bao)破參數(shu),使爆(bao)(bao)(bao)破施(shi)(shi)工(gong)(gong)振動(dong)控(kong)制達(da)(da)到了預期效(xiao)果。爆(bao)(bao)(bao)破施(shi)(shi)工(gong)(gong)的(de)(de)振速由國家規定(ding)的(de)(de)3.5至(zhi)5厘米/秒,降至(zhi)1厘米/秒以內(nei),達(da)(da)到了國內(nei)先進水平(ping),順利實現了五棟樓房(fang)的(de)(de)地(di)(di)下穿越(yue)。在一(yi)流的(de)(de)專項施(shi)(shi)工(gong)(gong)技術支持(chi)下,他又不失時(shi)機地(di)(di)組(zu)織項目(mu)部施(shi)(shi)工(gong)(gong)生產大(da)(da)比(bi)武(wu),先后(hou)開展了“大(da)(da)干100天”,“保安全、保質量、樹信譽&”等勞動(dong)競(jing)賽活動(dong),還對競(jing)賽活動(dong)優秀人(ren)員進行(xing)獎勵,激(ji)勵了員工(gong)(gong)工(gong)(gong)作的(de)(de)積極(ji)性,施(shi)(shi)工(gong)(gong)進度更(geng)加有序可控(kong)。2013年3月,中(zhong)鐵十四局(ju)青島地(di)(di)鐵3號線項目(mu)部在全線范圍內(nei)率先實現標段貫通,受(shou)到地(di)(di)鐵集團的(de)(de)高(gao)度贊揚!

抓節約嚴格制(zhi)度鐵(tie)面無私

“一(yi)項工(gong)(gong)程(cheng)沒有效(xiao)益(yi),出現(xian)虧損,還不如不干(gan),對(dui)(dui)企(qi)業(ye)也沒有推(tui)動作用。”這是王春國經(jing)(jing)常(chang)掛在嘴邊的(de)話。擔(dan)任過(guo)數個(ge)項目(mu)經(jing)(jing)理的(de)他(ta),深知效(xiao)益(yi)對(dui)(dui)企(qi)業(ye)發展的(de)推(tui)動作用。青島地鐵14標(biao)項目(mu)部,從2010年(nian)6月開工(gong)(gong),由于各方面(mian)原因,工(gong)(gong)期(qi)一(yi)再(zai)拖(tuo)延,給工(gong)(gong)程(cheng)成(cheng)(cheng)(cheng)本(ben)造(zao)成(cheng)(cheng)(cheng)了(le)很大(da)的(de)壓(ya)力。針對(dui)(dui)這些問(wen)(wen)題,王春國認真查找造(zao)成(cheng)(cheng)(cheng)前期(qi)成(cheng)(cheng)(cheng)本(ben)壓(ya)力的(de)因素,根據分析判斷(duan),他(ta)把這些問(wen)(wen)題,歸結于進(jin)度上(shang)不去,造(zao)成(cheng)(cheng)(cheng)機械(xie)臺班過(guo)多、人員(yuan)工(gong)(gong)資增多、材(cai)料周轉(zhuan)不快、多投(tou)入等,找出問(wen)(wen)題癥(zheng)結后,王春國及時在生(sheng)產(chan)進(jin)度上(shang)做文章,在項目(mu)部內推(tui)出了(le)項目(mu)部績(ji)效(xiao)工(gong)(gong)資考(kao)核制度,規定(ding)項目(mu)部各部室、工(gong)(gong)區和施(shi)工(gong)(gong)作業(ye)班組完成(cheng)(cheng)(cheng)和超額完成(cheng)(cheng)(cheng)當(dang)班計劃任務,一(yi)律給予相應(ying)獎勵;對(dui)(dui)于未完成(cheng)(cheng)(cheng)相應(ying)施(shi)工(gong)(gong)計劃的(de)部門,則處以(yi)相應(ying)的(de)罰(fa)款,獎罰(fa)每月兌現(xian)一(yi)次,經(jing)(jing)濟杠桿的(de)作用,把每一(yi)名參戰員(yuan)工(gong)(gong)的(de)積極性調(diao)動起來,生(sheng)產(chan)進(jin)度有了(le)突飛猛進(jin)的(de)勢頭,無形之(zhi)中降低了(le)工(gong)(gong)程(cheng)成(cheng)(cheng)(cheng)本(ben)。

在項目管(guan)理中,他及時注意(yi)開源節流,定期進(jin)行(xing)成(cheng)本分析,對工(gong)(gong)地(di)材料(liao)浪費過大的情況,他采取了(le)工(gong)(gong)區上報(bao)材料(liao)計劃,經濟管(guan)理部(bu)門(men)和(he)工(gong)(gong)程(cheng)技(ji)術部(bu)門(men)對其工(gong)(gong)作(zuo)量進(jin)行(xing)審(shen)核,限額發料(liao),一(yi)下扭轉了(le)以(yi)往(wang)隨意(yi)領料(liao)的情況。同時他積極組織節能降耗(hao)活動(dong),對耗(hao)油大,功力(li)不高的機械,一(yi)律(lv)進(jin)行(xing)改造,僅此一(yi)項,項目部(bu)每月比前期降低成(cheng)本15000多(duo)元。

獻愛心(xin)與(yu)員工(gong)相處以心(xin)交心(xin)

一(yi)(yi)(yi)個(ge)項(xiang)(xiang)目工(gong)(gong)(gong)(gong)(gong)程的(de)(de)(de)成敗(bai),人與人之間的(de)(de)(de)和諧,起著至關(guan)重要(yao)的(de)(de)(de)作用。2013年(nian)3月份,為(wei)進(jin)一(yi)(yi)(yi)步(bu)理(li)順(shun)內部關(guan)系,在他(ta)(ta)的(de)(de)(de)主持下,項(xiang)(xiang)目部開展了(le)開門納言談(tan)(tan)心(xin)活(huo)動,解(jie)(jie)答解(jie)(jie)決職工(gong)(gong)(gong)(gong)(gong)提(ti)出的(de)(de)(de)問題(ti)(ti),采(cai)集合理(li)化(hua)建議。他(ta)(ta)與每名(ming)職工(gong)(gong)(gong)(gong)(gong)進(jin)行了(le)“面對面”的(de)(de)(de)談(tan)(tan)心(xin)交流,對取得成績的(de)(de)(de)職工(gong)(gong)(gong)(gong)(gong)給予鼓勵(li)和肯定,對存在缺點和問題(ti)(ti)的(de)(de)(de)職工(gong)(gong)(gong)(gong)(gong)提(ti)出具(ju)體的(de)(de)(de)改正要(yao)求及時(shi)限,對情(qing)緒波(bo)動較大的(de)(de)(de)職工(gong)(gong)(gong)(gong)(gong)了(le)解(jie)(jie)思想(xiang)動態和家(jia)(jia)庭困(kun)難,理(li)順(shun)情(qing)緒,化(hua)解(jie)(jie)矛盾,鼓起他(ta)(ta)們的(de)(de)(de)勇氣和信心(xin)。他(ta)(ta)先后(hou)與30多名(ming)員(yuan)工(gong)(gong)(gong)(gong)(gong)和外(wai)(wai)協隊伍員(yuan)工(gong)(gong)(gong)(gong)(gong)進(jin)行了(le)面對面的(de)(de)(de)談(tan)(tan)話,項(xiang)(xiang)目部每一(yi)(yi)(yi)個(ge)員(yuan)工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)情(qing)況,他(ta)(ta)都一(yi)(yi)(yi)清二(er)楚。項(xiang)(xiang)目部外(wai)(wai)聘員(yuan)工(gong)(gong)(gong)(gong)(gong)洪峰家(jia)(jia)屬來探親(qin),正逢六一(yi)(yi)(yi)兒童節(jie),他(ta)(ta)親(qin)自(zi)安排(pai)辦公室人員(yuan)為(wei)他(ta)(ta)的(de)(de)(de)孩子發放學習用品和玩具(ju);材(cai)料員(yuan)曹(cao)月福收入不(bu)高,家(jia)(jia)庭負擔過(guo)(guo)重,王春國(guo)及時(shi)代他(ta)(ta)向工(gong)(gong)(gong)(gong)(gong)會申請了(le)救濟(ji),解(jie)(jie)決了(le)他(ta)(ta)生活(huo)上(shang)的(de)(de)(de)難題(ti)(ti),在項(xiang)(xiang)目部只(zhi)要(yao)任(ren)何一(yi)(yi)(yi)個(ge)員(yuan)工(gong)(gong)(gong)(gong)(gong)生活(huo)和工(gong)(gong)(gong)(gong)(gong)作上(shang)有困(kun)難,他(ta)(ta)都出面幫助解(jie)(jie)決,徹底(di)解(jie)(jie)決了(le)員(yuan)工(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)后(hou)顧之憂。而(er)家(jia)(jia)在青島(dao)的(de)(de)(de)他(ta)(ta),因為(wei)工(gong)(gong)(gong)(gong)(gong)作忙碌,一(yi)(yi)(yi)星(xing)期(qi)都回去(qu)不(bu)了(le)幾(ji)次。2013年(nian)5月26日(ri),青島(dao)市氣象臺(tai)發布暴雨(yu)警報,而(er)此時(shi)王春國(guo)的(de)(de)(de)母親(qin)因病正在住院,他(ta)(ta)顧不(bu)上(shang)陪伴年(nian)邁的(de)(de)(de)母親(qin),整夜(ye)奔(ben)波(bo)在施(shi)工(gong)(gong)(gong)(gong)(gong)現場(chang)一(yi)(yi)(yi)線(xian),指揮項(xiang)(xiang)目部的(de)(de)(de)防洪搶(qiang)險(xian)工(gong)(gong)(gong)(gong)(gong)作,直(zhi)到27日(ri)暴雨(yu)過(guo)(guo)后(hou),才急(ji)匆(cong)匆(cong)前往醫院探望母親(qin)。

正是在王(wang)春國(guo)經理的帶領下,中(zhong)(zhong)鐵(tie)(tie)十(shi)四局(ju)青(qing)島地鐵(tie)(tie)14標(biao)(biao)項目部全體員工(gong)發(fa)揚“逢山鑿(zao)路、遇水架橋”的鐵(tie)(tie)道兵精神(shen),頑強拼搏(bo),兢(jing)兢(jing)業業,使14標(biao)(biao)段(duan)的施工(gong)生產進度(du)在3號線(xian)(xian)全線(xian)(xian)中(zhong)(zhong)處(chu)于(yu)領跑地位,贏(ying)得了(le)地鐵(tie)(tie)公(gong)司的高度(du)肯定。2012年11月(yue),中(zhong)(zhong)鐵(tie)(tie)十(shi)四局(ju)集團(tuan)再中(zhong)(zhong)青(qing)島地鐵(tie)(tie)2號線(xian)(xian)標(biao)(biao)段(duan),為中(zhong)(zhong)鐵(tie)(tie)十(shi)四局(ju)在青(qing)島地鐵(tie)(tie)市場的滾動發(fa)展打(da)下了(le)堅實的基礎。
