青島(dao)地(di)鐵(tie)3號(hao)線土建14標段(duan),是青島(dao)地(di)鐵(tie)3號(hao)線10多個標段(duan)中情況比較復(fu)雜的標段(duan)工程,自從項目(mu)進場伊始,征地(di)拆遷(qian)難(nan)、外(wai)圍(wei)環境復(fu)雜、下穿膠濟(ji)線鐵(tie)路、下穿老舊居民建筑等(deng)一(yi)系列難(nan)題就擺在了項目(mu)經理王春國(guo)的面前,但(dan)是,開弓沒有回頭箭(jian),既然已(yi)經接(jie)手項目(mu),只能一(yi)往無前!
一(yi)(yi)(yi)到青(qing)島地鐵(tie)3號(hao)線的他,就潛心投入到項(xiang)目管(guan)理中(zhong)(zhong),梳理著(zhu)一(yi)(yi)(yi)道(dao)又一(yi)(yi)(yi)道(dao)工序,組織著(zhu)一(yi)(yi)(yi)個又一(yi)(yi)(yi)個戰役,在他的帶領下(xia),中(zhong)(zhong)鐵(tie)十四(si)局集團青(qing)島地鐵(tie)一(yi)(yi)(yi)期工程3號(hao)線14標項(xiang)目部一(yi)(yi)(yi)舉(ju)奪(duo)得了2012年(nian)度地鐵(tie)建(jian)設先進單(dan)位、2012年(nian)度宣(xuan)傳報道(dao)先進單(dan)位、2012年(nian)度安康杯優(you)勝班(ban)組、2012年(nian)度山東省(sheng)自主創新模范企(qi)業等一(yi)(yi)(yi)系列榮譽(yu)稱號(hao),他本(ben)人(ren)也榮獲&“優(you)秀項(xiang)目經理”、&“青(qing)島市工人(ren)先鋒”等稱榮譽(yu),徹底打(da)響了中(zhong)(zhong)鐵(tie)十四(si)局在青(qing)島“特(te)別能吃(chi)苦、特(te)別能戰斗”的名號(hao),為中(zhong)(zhong)鐵(tie)十四(si)局贏得了良好的企(qi)業聲譽(yu)。
盯安(an)全沖在(zai)危險源第一線
安(an)(an)全(quan)(quan)生產是一(yi)個施(shi)(shi)工(gong)(gong)(gong)(gong)企業命脈,它關系著(zhu)一(yi)個企業的生存和發展。面(mian)(mian)對青(qing)島地鐵3號線嚴峻(jun)的安(an)(an)全(quan)(quan)形勢(shi),王春(chun)國經理與項目(mu)書記、總(zong)工(gong)(gong)(gong)(gong)、生產副(fu)經理、安(an)(an)全(quan)(quan)員(yuan)(yuan)(yuan)、施(shi)(shi)工(gong)(gong)(gong)(gong)員(yuan)(yuan)(yuan)、工(gong)(gong)(gong)(gong)程技(ji)術人員(yuan)(yuan)(yuan)一(yi)道(dao),及時對隧(sui)道(dao)施(shi)(shi)工(gong)(gong)(gong)(gong)的安(an)(an)全(quan)(quan)工(gong)(gong)(gong)(gong)作進行了(le)梳理,他深入到(dao)隧(sui)道(dao)掌子面(mian)(mian)一(yi)次又一(yi)次查看情況,摸清了(le)施(shi)(shi)工(gong)(gong)(gong)(gong)中存在(zai)的20多(duo)種危險源(yuan),針對這些問(wen)題(ti)和復雜的地質(zhi)情況,果斷(duan)采取了(le)監(jian)控(kong)量(liang)測信息化(hua)管理、安(an)(an)全(quan)(quan)質(zhi)量(liang)危險源(yuan)管理,又有針對性(xing)地制定(ding)了(le)18項應急預案,并認真組織實施(shi)(shi),逐步使工(gong)(gong)(gong)(gong)程施(shi)(shi)工(gong)(gong)(gong)(gong)步入良性(xing)發展。
為(wei)進(jin)一步提高員(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)安(an)全意(yi)識,他在(zai)項目(mu)部中推行安(an)全包保(bao)連帶責任(ren)追究制(zhi)(zhi),規(gui)定任(ren)何一道工(gong)(gong)(gong)序(xu)作(zuo)業的(de)(de)員(yuan)(yuan)工(gong)(gong)(gong)出現安(an)全事故,當班的(de)(de)施工(gong)(gong)(gong)員(yuan)(yuan)、安(an)全員(yuan)(yuan)都要(yao)受到處罰(fa),而且(qie)一同作(zuo)業的(de)(de)員(yuan)(yuan)工(gong)(gong)(gong),也要(yao)對其進(jin)行責任(ren)追究和經濟(ji)罰(fa)款,這種連帶責任(ren)追究制(zhi)(zhi),使(shi)參戰員(yuan)(yuan)工(gong)(gong)(gong)更加重視安(an)全。在(zai)安(an)全得(de)以保(bao)障(zhang)的(de)(de)情況下,他又狠(hen)抓工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)量,堅持工(gong)(gong)(gong)區分工(gong)(gong)(gong)負責管理的(de)(de)辦法,在(zai)施工(gong)(gong)(gong)現場實(shi)行“人盯工(gong)(gong)(gong)序(xu)”的(de)(de)管理辦法,并認(ren)真落實(shi)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)量“三檢制(zhi)(zhi)”、“工(gong)(gong)(gong)序(xu)交(jiao)接制(zhi)(zhi)”、“內部旁(pang)站監(jian)理制(zhi)(zhi)度”,盯住每道施工(gong)(gong)(gong)工(gong)(gong)(gong)序(xu),使(shi)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)量穩步上升。
搞(gao)創新集(ji)思廣益國內領先
2012年,當項(xiang)目施工(gong)生產(chan)逐步走入(ru)正軌,各項(xiang)工(gong)作有(you)條不紊的開(kai)展之際(ji),一(yi)只“攔路虎(hu)”橫在(zai)了項(xiang)目部全體員工(gong)面前(qian),那(nei)就是如(ru)何穿越(yue)永平(ping)路至(zhi)青(qing)島火車北(bei)站(zhan)區間的五棟老樓房(fang)和大(da)量(liang)平(ping)房(fang)區,這些(xie)老舊樓房(fang)普遍建于上(shang)世紀70年代,有(you)的甚(shen)至(zhi)更早,如(ru)何安全高效的穿越(yue)上(shang)述風險源,成為(wei)擺在(zai)王春國面前(qian)的一(yi)道難題。
王春國(guo)親自參(can)與施(shi)工(gong)(gong)(gong)(gong)(gong)組織方(fang)(fang)案(an)(an)的(de)(de)編寫,請來多(duo)位國(guo)內知名(ming)專家優化施(shi)工(gong)(gong)(gong)(gong)(gong)方(fang)(fang)案(an)(an),經過數十次方(fang)(fang)案(an)(an)論證和現(xian)場試驗,最(zui)終形成了(le)(le)“雙楔形”掏槽和“中控(kong)(kong)(kong)大(da)直徑直眼掏槽”爆破設計(ji)方(fang)(fang)案(an)(an)。在整個爆破過程中,施(shi)工(gong)(gong)(gong)(gong)(gong)人員通過監測數據采集,及時調(diao)整爆破參(can)數,使爆破施(shi)工(gong)(gong)(gong)(gong)(gong)振動控(kong)(kong)(kong)制達到(dao)了(le)(le)預期效(xiao)果。爆破施(shi)工(gong)(gong)(gong)(gong)(gong)的(de)(de)振速由(you)國(guo)家規定的(de)(de)3.5至(zhi)5厘米/秒,降至(zhi)1厘米/秒以內,達到(dao)了(le)(le)國(guo)內先進水平,順利實現(xian)了(le)(le)五棟樓房的(de)(de)地(di)下穿越。在一流的(de)(de)專項(xiang)施(shi)工(gong)(gong)(gong)(gong)(gong)技術支持下,他又不失時機地(di)組織項(xiang)目(mu)部施(shi)工(gong)(gong)(gong)(gong)(gong)生(sheng)產大(da)比武,先后開展了(le)(le)“大(da)干100天”,“保安(an)全(quan)、保質(zhi)量(liang)、樹(shu)信譽(yu)&”等勞動競(jing)賽活(huo)動,還對競(jing)賽活(huo)動優秀人員進行獎勵(li),激(ji)勵(li)了(le)(le)員工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作的(de)(de)積(ji)極性,施(shi)工(gong)(gong)(gong)(gong)(gong)進度更加有序可控(kong)(kong)(kong)。2013年(nian)3月,中鐵(tie)十四局青島地(di)鐵(tie)3號線項(xiang)目(mu)部在全(quan)線范圍(wei)內率先實現(xian)標段貫通,受到(dao)地(di)鐵(tie)集團的(de)(de)高度贊揚!
抓(zhua)節約(yue)嚴(yan)格制(zhi)度鐵(tie)面無(wu)私
“一(yi)項(xiang)(xiang)工(gong)程沒有效(xiao)益(yi),出(chu)現(xian)虧損,還不(bu)(bu)如不(bu)(bu)干,對(dui)企業也沒有推(tui)(tui)動(dong)作(zuo)用(yong)。”這(zhe)(zhe)是王春(chun)(chun)國經常掛在(zai)嘴邊的(de)(de)(de)話。擔任(ren)過(guo)數個項(xiang)(xiang)目(mu)經理的(de)(de)(de)他,深知效(xiao)益(yi)對(dui)企業發展的(de)(de)(de)推(tui)(tui)動(dong)作(zuo)用(yong)。青島地鐵14標(biao)項(xiang)(xiang)目(mu)部(bu)(bu),從2010年6月開工(gong),由于各方面(mian)原因,工(gong)期一(yi)再拖(tuo)延,給(gei)工(gong)程成(cheng)本(ben)造(zao)成(cheng)了很大的(de)(de)(de)壓力。針對(dui)這(zhe)(zhe)些問題(ti),王春(chun)(chun)國認真查找造(zao)成(cheng)前期成(cheng)本(ben)壓力的(de)(de)(de)因素,根據分析判斷,他把(ba)這(zhe)(zhe)些問題(ti),歸結(jie)于進(jin)(jin)度上(shang)不(bu)(bu)去(qu),造(zao)成(cheng)機械臺班(ban)過(guo)多、人員(yuan)工(gong)資增多、材料(liao)周轉(zhuan)不(bu)(bu)快、多投入等,找出(chu)問題(ti)癥結(jie)后(hou),王春(chun)(chun)國及(ji)時在(zai)生產進(jin)(jin)度上(shang)做文章,在(zai)項(xiang)(xiang)目(mu)部(bu)(bu)內(nei)推(tui)(tui)出(chu)了項(xiang)(xiang)目(mu)部(bu)(bu)績(ji)效(xiao)工(gong)資考核制度,規(gui)定(ding)項(xiang)(xiang)目(mu)部(bu)(bu)各部(bu)(bu)室(shi)、工(gong)區和(he)施(shi)工(gong)作(zuo)業班(ban)組(zu)完(wan)成(cheng)和(he)超額完(wan)成(cheng)當班(ban)計劃任(ren)務,一(yi)律給(gei)予相(xiang)應(ying)獎勵;對(dui)于未(wei)完(wan)成(cheng)相(xiang)應(ying)施(shi)工(gong)計劃的(de)(de)(de)部(bu)(bu)門,則處以相(xiang)應(ying)的(de)(de)(de)罰款(kuan),獎罰每月兌(dui)現(xian)一(yi)次,經濟(ji)杠桿的(de)(de)(de)作(zuo)用(yong),把(ba)每一(yi)名參戰員(yuan)工(gong)的(de)(de)(de)積極性調動(dong)起來,生產進(jin)(jin)度有了突飛猛(meng)進(jin)(jin)的(de)(de)(de)勢頭,無(wu)形之(zhi)中降低了工(gong)程成(cheng)本(ben)。
在項(xiang)(xiang)目管理(li)中,他及(ji)時注意(yi)開源節(jie)流,定(ding)期進行(xing)(xing)成(cheng)本分析,對(dui)工地材(cai)料(liao)浪費過(guo)大(da)的(de)情況,他采取了工區上報材(cai)料(liao)計劃,經濟管理(li)部門和工程技術部門對(dui)其(qi)工作量進行(xing)(xing)審(shen)核,限額發料(liao),一(yi)下(xia)扭(niu)轉(zhuan)了以(yi)往(wang)隨意(yi)領料(liao)的(de)情況。同時他積極組(zu)織節(jie)能降(jiang)耗(hao)活動,對(dui)耗(hao)油大(da),功(gong)力(li)不(bu)高的(de)機械,一(yi)律進行(xing)(xing)改(gai)造(zao),僅(jin)此一(yi)項(xiang)(xiang),項(xiang)(xiang)目部每(mei)月(yue)比前期降(jiang)低(di)成(cheng)本15000多元。
獻愛心(xin)與(yu)員(yuan)工(gong)相處以心(xin)交心(xin)
一(yi)(yi)個(ge)項(xiang)(xiang)目(mu)工(gong)(gong)程的(de)(de)(de)(de)(de)成(cheng)敗,人(ren)與人(ren)之間的(de)(de)(de)(de)(de)和(he)諧,起著至關重(zhong)要(yao)的(de)(de)(de)(de)(de)作用。2013年(nian)(nian)3月(yue)(yue)份,為進一(yi)(yi)步理(li)順內部關系(xi),在(zai)他(ta)(ta)(ta)的(de)(de)(de)(de)(de)主持下(xia),項(xiang)(xiang)目(mu)部開展了開門納言談(tan)(tan)心活(huo)動(dong),解(jie)(jie)答解(jie)(jie)決(jue)職工(gong)(gong)提出(chu)的(de)(de)(de)(de)(de)問題(ti)(ti),采集(ji)合理(li)化建(jian)議。他(ta)(ta)(ta)與每名(ming)職工(gong)(gong)進行了“面(mian)對(dui)(dui)面(mian)”的(de)(de)(de)(de)(de)談(tan)(tan)心交流(liu),對(dui)(dui)取得成(cheng)績(ji)的(de)(de)(de)(de)(de)職工(gong)(gong)給(gei)予鼓勵和(he)肯定,對(dui)(dui)存在(zai)缺點(dian)和(he)問題(ti)(ti)的(de)(de)(de)(de)(de)職工(gong)(gong)提出(chu)具體的(de)(de)(de)(de)(de)改正要(yao)求及時(shi)限,對(dui)(dui)情緒波動(dong)較大的(de)(de)(de)(de)(de)職工(gong)(gong)了解(jie)(jie)思(si)想動(dong)態和(he)家(jia)(jia)庭困難(nan),理(li)順情緒,化解(jie)(jie)矛盾,鼓起他(ta)(ta)(ta)們的(de)(de)(de)(de)(de)勇氣和(he)信心。他(ta)(ta)(ta)先后與30多名(ming)員(yuan)工(gong)(gong)和(he)外協隊伍(wu)員(yuan)工(gong)(gong)進行了面(mian)對(dui)(dui)面(mian)的(de)(de)(de)(de)(de)談(tan)(tan)話,項(xiang)(xiang)目(mu)部每一(yi)(yi)個(ge)員(yuan)工(gong)(gong)的(de)(de)(de)(de)(de)情況,他(ta)(ta)(ta)都一(yi)(yi)清二楚。項(xiang)(xiang)目(mu)部外聘員(yuan)工(gong)(gong)洪峰家(jia)(jia)屬來探親(qin),正逢六一(yi)(yi)兒童(tong)節,他(ta)(ta)(ta)親(qin)自(zi)安排辦公室人(ren)員(yuan)為他(ta)(ta)(ta)的(de)(de)(de)(de)(de)孩子發(fa)放學習用品和(he)玩具;材(cai)料員(yuan)曹月(yue)(yue)福(fu)收入不高,家(jia)(jia)庭負擔(dan)過重(zhong),王春國及時(shi)代他(ta)(ta)(ta)向(xiang)工(gong)(gong)會申請了救濟(ji),解(jie)(jie)決(jue)了他(ta)(ta)(ta)生活(huo)上的(de)(de)(de)(de)(de)難(nan)題(ti)(ti),在(zai)項(xiang)(xiang)目(mu)部只要(yao)任何(he)一(yi)(yi)個(ge)員(yuan)工(gong)(gong)生活(huo)和(he)工(gong)(gong)作上有困難(nan),他(ta)(ta)(ta)都出(chu)面(mian)幫助解(jie)(jie)決(jue),徹底解(jie)(jie)決(jue)了員(yuan)工(gong)(gong)的(de)(de)(de)(de)(de)后顧(gu)之憂(you)。而家(jia)(jia)在(zai)青(qing)島的(de)(de)(de)(de)(de)他(ta)(ta)(ta),因(yin)為工(gong)(gong)作忙(mang)碌(liu),一(yi)(yi)星(xing)期(qi)都回去不了幾次。2013年(nian)(nian)5月(yue)(yue)26日,青(qing)島市氣象臺發(fa)布暴(bao)雨(yu)警報(bao),而此時(shi)王春國的(de)(de)(de)(de)(de)母親(qin)因(yin)病正在(zai)住院,他(ta)(ta)(ta)顧(gu)不上陪伴年(nian)(nian)邁的(de)(de)(de)(de)(de)母親(qin),整夜(ye)奔波在(zai)施工(gong)(gong)現場(chang)一(yi)(yi)線,指揮項(xiang)(xiang)目(mu)部的(de)(de)(de)(de)(de)防(fang)洪搶險工(gong)(gong)作,直到(dao)27日暴(bao)雨(yu)過后,才急匆匆前往醫院探望母親(qin)。
正是(shi)在王春(chun)國經理(li)的帶領下(xia)(xia),中鐵(tie)(tie)十(shi)四局青(qing)島地(di)(di)鐵(tie)(tie)14標項目部(bu)全(quan)體(ti)員工(gong)發揚“逢山鑿路、遇水(shui)架橋”的鐵(tie)(tie)道兵精(jing)神,頑強(qiang)拼搏(bo),兢兢業業,使14標段(duan)的施工(gong)生產(chan)進度在3號線(xian)全(quan)線(xian)中處于領跑地(di)(di)位,贏得了地(di)(di)鐵(tie)(tie)公司的高(gao)度肯定。2012年11月,中鐵(tie)(tie)十(shi)四局集團再中青(qing)島地(di)(di)鐵(tie)(tie)2號線(xian)標段(duan),為中鐵(tie)(tie)十(shi)四局在青(qing)島地(di)(di)鐵(tie)(tie)市場的滾動發展(zhan)打下(xia)(xia)了堅實的基礎。
